European Evaluation Network for Rural Development

(January 2008) The European Commission's Directorate-General for Agriculture has chosen the EEIG "RUR-Eval", established by AEIDL and ÖIR-Managementdienste GmbH (Austria), to assist in the setting-up and management of a European evaluation expert network and to be responsible for the operation of an associated contact point. The overall aim of the European evaluation expert network is to help establish good practice and build capacity in the evaluation of rural development programmes, thereby increasing the utility of monitoring and evaluation as tools for improving the formulation and implementation of rural development policies. The evaluation expert network will rely on a "contact point", which will serve as a central information point concerning the evaluation of rural development programmes.

Synthesis of ex-ante evaluations of Rural Development Programmes 2007-2013

(January 2008) The European Commission's Directorate-General for Agriculture has chosen the partnership made up of AEIDL and ÖIR-Managementdienste GmbH (Austria) to summarise and analyse the ex-ante evaluations of the 94 national or regional Rural Development Programmes which will be implemented between 2007 and 2013. The synthesis will investigate to what extent rural development strategies and measures established by Member States correspond to the needs of European rural areas. It is expected to provide elements for improving the monitoring and evaluation of the programmes at EU level.

European synthesis of LEADER+ mid-term evaluations

In November 2005, AEIDL won a contract in partnership with the Österreichisches Institut für Raumplanung (OÏR), in relation to the midterm evaluations of the LEADER+ Initiative. This synthesis, which is produced at the request of the Directorate General for Agriculture of the European Commission, aims to draw out the main lessons from the 73 midterm evaluations of the LEADER+ programme at the regional and national level, in order to prepare for the next programming phase of interventions in support of rural development (2007-2013). AEIDL is a member of the “Core group” which develops the methodology and is responsible for drafting the reports and will also draw up the synthesis of the evaluations for Spain, Portugal, the United Kingdom, France, Luxembourg and Wallonia (B).

European Cooperation on Major Tourist Sites

AEIDL is responsible for the external evaluation of an INTERREG IIIC project on cultural tourism. The COESIMA project (Coopération Européenne de Sites Majeurs d’Accueil) includes 7 partners from various countries (France with the Lourdes Développement agency as project leader, Italy, Spain, Germany, Portugal, Greece and Poland). COESIMA aims to establish joint promotion on the various sites, and to present a tourism offer adapted to visitors’ requirements, particularly for disabled people.
Evaluation will take place throughout the project until 2007, in three stages: establishment of a monitoring mechanism; assistance, monitoring of achievements and transfers; overall assessment report and recommendations.

European synthesis of the mid-term evaluations of Rural Development Programmes

The European Commission’s Agriculture and Rural Development Directorate General assigned a consortium led by Agra Ceasc to draw up the European synthesis of the mid-term evaluations of Rural Development Programmes for the 2000-2006 period. AEIDL is responsible for Belgium.

Updating the mid-term evaluation of the LEADER+ programme in France

In partnership with the French consultancy firm Chôra Conseil, AEIDL won a contract to update the mid-term evaluation of the LEADER+ programme in France. This evaluation, which has to be completed by the end of 2005, will be achieved through desk research, interviews with the programme’s main stakeholders and carrying out case studies at the grass roots level. The management authority is CNASEA, the French administration body which  manages the LEADER+ programme.

Mid-term evaluation of the LEADER+ programme in Wallonia

Mid-term and final evaluation of the LEADER+ programme in Wallonia. This evaluation covers both the intermediate evaluation in 2003 and the final evaluation to be completed in 2005. It iwill be achieved by means of desk research, interviews with the programme’s main stakeholders, carrying out case studies at the grass roots level and through "evaluation seminars". The management authority is the Ministry of the Walloon Region, the administration managing the LEADER+ programme in Wallonia.

In partnership with the Austrian consultancy firms Regional Consulting and Rosinak und Partners, AEIDL won a contract for the mid-term and final evaluation of the LEADER+ programme in Austria. This evaluation covers both the intermediate evaluation in 2003 and the final evaluation to be completed in 2005. Evaluation of the Annoncer la Couleur programme

The Belgian Federal Department for Development Cooperation assigned AEIDL with the task of evaluating the "Annoncer la couleur" programme. The Annoncer la Couleur programme is a Belgian Federal Development Cooperation initiative. It was created in March 1997 with the objective of generating “awareness among young people” of the issues involved in North-South relations.

Ex-post evaluation of ESF activities for the 1994-1999 period

In January 2003, the Employment Directorate General of the European Commission assigned a consortium led by GHK to undertake an ex-post evaluation of ESF activities for the 1994-1999 period covering Objectives 1, 3 and 4, as well as for the ADAPT and EMPLOYMENT community initiatives. AEIDL conducted the evaluation for Belgium.

Evaluation of the PACTE project

AEIDL evaluated the PACTE project (programme for economic support and transfer) which was conducted in the context of experimental actions under article 6 of the ESF. PACTE brings together three partners - Lourdes Développement (F), the project leader, ADIVA (Allariz, ES) and Coop Consult (Kokkola, F) – whose employment areas are mainly made up of SMEs and industrial SMEs. The objective of the AEIDL’s evaluation work was to provide an external vision throughout the project and to measure the gaps between the objectives envisaged at the outset and the achievements on the ground. Taking into account the criteria defined by the EC (innovation, partnership, transnationality and dissemination), AEIDL has taken part in the identification of best practices and innovative actions and has formulated observations which were presented to the PACTE partners and the EC.
